How cross-border pressure reaches a person

A journalist living abroad may first hear about a problem from a relative. A dissident may receive an apparently ordinary invitation. A newsroom may be asked to change a decision about a member of staff. None of these events should be assigned a cause simply because it fits a familiar story. What matters is the specific demand, the person communicating it and the means by which it can be enforced.

The TROM research organises the channels through which pressure can cross borders: family relationships, digital access, legal processes, travel arrangements, financial demands and institutions. The country profiles examine different combinations. They do not provide a checklist that can identify a state from a few incidents.

The sequence can be revealing. If a relative is approached before a return demand arrives, does the second communication repeat details from the first? If a person refuses a demand and relatives are then contacted, does that later approach refer to the refusal? Those are questions that can be investigated through original communications, accounts and dates.

Public records show why evidence types matter. The US Department of Justice’s Operation Fox Hunt trial account describes convictions in a stalking and coercion case. Citizen Lab’s examination of Ben Hubbard’s phone reports technical findings concerning Pegasus infections. A court outcome and a technical finding answer different questions. Neither should be stretched to prove facts outside its scope.

An effective response can run on several tracks. A technical specialist may examine an account while an investigator checks an intermediary and counsel reviews an actual legal record. Immediate safety may need attention before attribution is resolved. The task is to coordinate responsibilities around the people affected, rather than wait for every uncertainty to disappear.
